Robert Flores, J.D.

Bob accepted Jesus in middle school and has been active in spreading the gospel. Bob started the Christian Fellowship at Boston University and the Christian Legal Society Student Chapter at Boston University’s School of Law. Bob is married to Ingrid and they have four adult children and one very new grandchild. Born in Puerto Rico, he has lived in Boston, New York, and Virginia and met his wife Ingrid at Park Street Church in Boston. He and his wife live in Northern Virginia where he has been in private practice since 2009. Bob Flores serves as a Ruling Elder at Fourth Presbyterian Church in Bethesda, Md.
Mr. Flores is an attorney specializing in Constitutional litigation, complex civil and criminal litigation, defense of Churches and Christian schools, and religious freedom law as a Partner at Gammon & Grange, PC. He is a member of the New York and Virginia Bars, admitted to practice before the United States Supreme Court, multiple U.S. District Courts, federal courts of appeal in the 4th, 5th, and 11th Circuits and the United States Court of Federal Claims.
Mr. Flores has practiced law for more than 40 years. He has served as an Assistant District Attorney in Manhattan, Deputy Chief of the Child Exploitation Section of the U.S. Department of Justice’s Criminal Division, and was nominated by President George W. Bush and confirmed by the U.S. Senate to serve as Administrator of the Office of Juvenile Justice and Delinquency Prevention. Bob has been a consultant to members of the United States Congress; served on the United States Congressional Child Online Protection Act Commission; advised multiple state legislatures and police departments throughout the United States; and personally prosecuted multiple high-profile criminal cases in state and federal court. Bob has also prosecuted and supervised the prosecution of clergy, youth leaders, and prominent government officials — including judges for sexual abuse and exploitation in Federal court.
Bob has an extensive history teaching at the college and professional level. Bob taught non-profit management at Regent University and was appointed a visiting professor at Boston College working with tenured faculty on a study of middle school, high school, and college student use of pornography and comparisons with personal histories of convicted sex offenders funded by the U.S. Department of Justice. Bob has been a featured speaker and has served on the faculty on subjects as diverse as child sexual abuse, deviate sexual abuse, human trafficking, dating violence, cybercrime, the Federal Privacy Act, the First Amendment, and complex criminal investigations to the Federal Bureau of Investigation, United States Customs Service, and United States Attorneys.
